That is the point of a wall dimmer: guests and children use it with no phone. If a family member says the dimmer is not in their app, they may not be a member yet, or they may be signed in to a different Hue account, or they may be looking at another home. Check the invitation, and that they have accepted it. If a member wants to change a button, they need the Admin role or the permission to edit accessories.

Some households want the dimmer to control different lights for different people, which is done by assigning the buttons to a room or a scene, and not by user. A guest who changes a scene with the dimmer changes it for everyone, which is expected. If the dimmer is in a shared space such as a rental, remember that the dimmer is paired to your bridge and will stop working if you move out; reset it and take it with you. Remove people from your home when they leave, so that they cannot control your lights through the app.

If the household shares a Hue home with a flatmate, agree who is the Admin so that changes do not conflict. The dimmer's magnetic plate lets you move it to another wall, and the dimmer remembers its assignments when moved. For households with changing members, such as lodgers, a simple rule is that the dimmer on the wall is for everybody, and the app is for the Admin. If you are a landlord, label what each button does with a small sticker near the switch so that tenants do not need the app. Document the room and scene assignments in your notes in case you ever need to rebuild them.
