Scoped to Pixel Watch 3 GG3HH/GBDU9 (41mm), GGE4J/GRY0E (45mm), with the Pixel Watch 2 G4TSL/GC3G8 in the model notes.

Google's setup and pairing article lists the checks in order. Confirm the watch is fully charged and that phone and watch are updated: Pixel Watch firmware, the Pixel Watch app and the phone's firmware. Phone Bluetooth must be on and the phone within 0.5 m (1.6 ft) for Fast Pair; turn on location and Wi-Fi and make sure the phone has a Wi-Fi or mobile connection. The original Pixel Watch and Pixel Watch 2 only connect to Android phones. If the watch freezes during pairing, hold the crown for 3 seconds, scroll and tap Restart, wait until it is fully on and retry.

If it still will not pair, factory reset: swipe down, Settings, Disconnect and reset, or Pixel Watch app, System, Reset and unpair watch; if it will not reset, uninstall the Pixel Watch app, forget any watches under Connected devices, restart the phone and retry, then use the Fastboot reset.
