GE's own answer for a front-loader that seems to use too little water is that it is normal: horizontal washers do not need the tub to fill with water like top-load washers. GE's article explains that the Department of Energy sets standards for washer water use, that the amount allowed has been reduced over the years, and that most washers are programmed with load sensing to adjust the water level for the cycle and load, so you no longer see a basket full of water. It is not recommended to add water by hand. Some models have a Deep Fill option that adds additional water regardless of sensing. An actual low-water fault is H2O SUPPLY.
Differential
Likely causes of “GE PFW950 front-load washer uses very little water or the water level looks wrong”, and how to tell them apart
- 1
Normal front-load design
What separates it The drum looks nearly empty because of the normal front load design
How to confirm This is normal; horizontal washers do not fill like top-loaders
- 2
Load sensing sets the level
What separates it A small load gets a different fill because load sensing sets the level
How to confirm The washer adjusts water for the cycle and load
- 3
A real supply problem
What separates it H2O SUPPLY shows on the display because of a real supply problem
How to confirm Check the valves, the hoses and the screens, and clear any restriction
- 4
Deep Fill not selected (models that have it)
What separates it A bulky load gets less water because Deep Fill was not selected on models that have it
How to confirm Select Deep Fill if your model offers it
Before you touch a setting
Record this first — changing settings destroys the evidence
- The cycle and the size of the load
- Whether your model has Deep Fill
Try in this order
0 of 5 completedAccept the low level
ReversibleAccept the low level, since horizontal washers do not need a tub of water, and then test again to see whether it helped.
Do not add water
ReversibleDo not add water, since GE does not recommend adding water manually, and then test again to see whether it helped.
Try Deep Fill
ReversibleTry Deep Fill, which on models that have it adds water to the load regardless of sensing.
Check for H2O SUPPLY
ReversibleCheck for H2O SUPPLY, and if it shows, the supply needs attention, and then test again to see whether it helped.

Model-specific
What is true of this model and not of its siblings
- Load sensing and energy
- Most GE washers are programmed with load sensing to adjust water levels based on the cycle and load, and the Department of Energy sets water use standards that GE says have tightened over time. The washer therefore uses far less water than an older machine, which is why a horizontal drum shows almost none. Detergent must be HE for the same reason, since the little water cannot carry away ordinary suds.
- Dispenser and water
- Because water is scarce, softener and bleach are flushed with small amounts of water through siphon caps. Water left in the detergent, bleach and softener compartments at the end of a cycle is the flushing and siphoning action and is normal, GE says. A drawer that has been closed too quickly can also dispense early, so close it slowly.

Exact questions
Common questions
Why is there so little water in my GE front-loader?+
Horizontal washers do not require the tub to fill with water like top-loaders.
Who sets water standards?+
The Department of Energy, and allowed use has fallen over the years.
Can I add water manually?+
GE does not recommend adding water manually, so let the washer set the level.
What is Deep Fill?+
An option on some models that adds additional water to the wash load.
Does load size change the fill?+
Yes; load sensing adjusts the water.
Does the washer keep a set water level?+
No, load sensing sets the level, so a small load gets less water than a large one.
Is there a way to add more water?+
On models that have Deep Fill, it adds water to the load regardless of sensing.
