My HP ENVY TE02 has a graphics card but the monitor is blank.+

When a desktop has a discrete graphics card, you must plug the monitor into the CARD's ports (usually lower on the back), not the motherboard's video output — using the motherboard output with a card fitted often gives no signal. Move the cable to the graphics card's HDMI/DisplayPort, set the monitor to that input, and confirm the PC powers on. If still blank, reseat the card and try another cable. Blank-screen-with-a-GPU is almost always the wrong port.
