Can I upgrade RAM in my ThinkPad T14?+

Often yes — many T14 models have at least one accessible SO-DIMM RAM slot (some also have a portion soldered), and a replaceable SSD, making the T-series more upgradeable than the thin X1 Carbon (which is soldered). Check your exact model and generation in Lenovo's hardware maintenance manual for what is upgradeable and the maximum. Power down and follow the manual, or have a technician do it.
