Samsung dishwasher will not connect to Wi-Fi or the manufacturer's app

Samsung dishwasher will not connect to Wi-Fi or the manufacturer's app: confirm wireless eligibility, account ownership and supported network requirements before resetting. Scoped to DW80B7070*.

The Samsung DW80B7070 has a Smart Control button, and the manual gives an exact pairing sequence. Connect your phone to your home Wi-Fi, install the SmartThings app (Android 6.0 or later or iOS 10.0 or later) and log in with a Samsung account. When the app says a new device is found choose Add, or select + and pick the dishwasher, or add it manually under Device Type and Specific Device Model. Then press and hold Smart Control for more than 5 seconds until AP shows on the display. When a connection is made the Wi-Fi icon lights on the dishwasher.
