My older Intel Mac app runs slowly on my MacBook Pro M3.+

Apps built for Intel Macs run through Rosetta 2 translation on Apple Silicon, which is fast but not as fast as a native (Apple Silicon/arm64) build — so some Intel apps feel slightly slower, especially heavy ones. Check for an Apple Silicon or 'Universal' version of the app, which runs natively and much faster. In the app's Get Info window, 'Kind: Application (Intel)' means it is using Rosetta. It is not a Mac fault; it is emulation overhead.
