On the Galaxy S23+ account sync is handled by two systems that are often confused, Google's for mail, contacts and calendar and Samsung's for Gallery, Notes and the Samsung Cloud, and when something is not updating, the first job is to work out which of the two owns the data. Open Settings, Accounts and backup, Manage accounts, and you will see both. Tap each, open Sync account and check the switches; items marked with a recent time are working.
The checks in more detail
A calendar that is out of date is Google's responsibility unless you use Samsung Calendar with a Samsung account, and notes in Samsung Notes belong to Samsung. Knowing which account matters because the fixes differ: Google sync needs the Google account to be healthy, while Samsung sync can fail when the Samsung account asks for a new sign-in or when Samsung Cloud is full. After that, check the common blockers. Data saver can stop background data, and so can Low data or restricted background data in the app's own settings.
In Battery settings, the app may be in the sleeping list; remove it. Check that the phone is not in a mode that pauses sync, such as Bedtime mode or a Work profile that has been paused. If a particular app, such as Samsung Notes, fails, open that app, go to its settings and check that Sync with Samsung Cloud is on, then sign in again if it asks. If nothing updates, try removing and adding the account.
Before you do, check that the cloud has the data, either by signing in on a computer or another device, so that nothing is lost. For Google, a password change on another device invalidates the sign-in on this one, and the phone asks for the new password. Make sure the date and time are automatic, update the software and clear the cache of the app concerned. The S23+ gets regular updates, and recent ones have fixed several sync faults. If errors persist, the Samsung Members app can send a report, and a factory reset is a last resort after a full backup.
