That is the OLED Auto Brightness Limiter, not a fault. When a large part of the screen is very bright, the TV limits total panel power to protect the pixels and manage heat, so a big white window dims slightly. It is normal OLED behaviour on every LG OLED, including the brightest G5. Turning off Energy Saving and the ambient light sensor reduces other automatic dimming, but ABL on full-screen brightness cannot be disabled.
My LG G5 won't run 4K 120Hz or VRR from my console/PC.+
Connect the source to one of the HDMI 2.1 ports with a certified 48 Gbps Ultra High Speed cable, then turn on Game Optimizer for that input (Settings › General › Game Optimizer).
