On this radiant electric smoothtop, a single element not heating is the element or its switch, not the cookware (radiant heats any flat pan). Set it to high and watch — if it never glows, the element or infinite switch has likely failed. If the whole cooktop is dead, check the 240V breaker. The hot-surface indicator staying lit after use is normal residual heat, not a fault.
